CEO

Prior to becoming the CEO, Andy served as Executive Vice President and Chief Administrative Officer as well as The Oaks Director of Development for nearly three years. Prior to coming on staff, he served as Chairman of the Board of Trustees of The Oaks for two years. His time as Board Chairman provided him with an in-depth understanding of The Oaks mission and operation. A graduate of the University of South Carolina with a Bachelor of Science in Business Administration, Cum Laude, Andy has a strong record of accomplishment in finance and management. He was Chief Executive Officer and Manager of the South Carolina Methodist Conference Credit Union for nearly 10 years and was the Chief Financial Officer of Epworth Children's Home in Columbia, SC. The son of a United Methodist minister, Andy brings a sensitivity and appreciation to the The Oaks that is focused on serving those in need and helping expand the important services provided by The Oaks.


Lisa Livingston
VP of Marketing and Development

Lisa joined us in November as vice president for marketing and development. Prior to joining The Oaks, Lisa served as Vice President for Sales and Marketing for Agape Senior for five years and as Major Gifts Officer and Executive Director of Alumnae Relations at Columbia College for nineteen years. Community involvement is important to Lisa. She has been involved with the SC Conference of the United Methodist Church as a member of the Lay Leadership Executive Team for eight years and has been a board member for the Conference Credit Union for four years. She is also president-elect of the Columbia College Alumnae Association and has most recently joined the Orangeburg Chapter of Kiwanis International.

April is a lifelong resident of the Orangeburg area. She brings an abundance of leadership knowledge and operational management experience to our team. She worked over 15 years in the Community Healthcare industry, prior to joining The Oaks.

April holds associate degrees in both public service and healthcare. She also graduated from Claflin University, Magna Cum Laude with both a Bachelor of Science Degree in Organizational Management, as well as a Master’s Degree in Business Administration with 18 graduate hours in Finance.

April is married to Jay Parler and they have four children, Chandler, Harrison, Gracin, and Cael. She has a positive attitude, dynamic energy, and a desire to give back to our community. She brings a warm smile and loving approach to the residents of The Oaks.

Director of PACE

As of January 6, 2016, Elaine Till was appointed Vice President of Medical and Supportive Services. After being administrator of Sheffield Medical Center from 1989 to 2007, Elaine left to organize The Oaks very successful PACE Program. Now, she will once again be administrator of Skilled Nursing, Assisted Living and Rehabilitation in addition to Senior Solutions and PACE.

The Sheffield team will be focusing on quality, education, communication and team work with the staff.

Our goal is to provide quality care and good customer service.

Elaine holds a Bachelor of Science Degree from the College of Charleston. She is married to Traywick Till and they have one son, Martin and daughter-in-law, Hannah Kitchings Till. Martin and Hannah are expecting their first child. The Oaks is very fortunate to have Elaine as such a vital member of their team.

VP of Finance

Cynthia comes to us with over 12 years of progressive leadership experience in accounting, finance, and operational management. Holding a Bachelor of Science in Accounting degree from Benedict College along with a Master's in Business Administration from South University, she continuously strives for excellence and for ways to streamline processes that drive growth, efficiency, and positive bottom line.

Outside of work Cynthia is a leader in her community where she serves as the Youth Director, Church Clerk, and a member of the Finance Committee at her church. Cynthia is married to Justin Simpson and they have two children. She enjoys what she does, loves working with people, and will not only bring a wealth of knowledge to the Oaks, but she will also bring another smiling face.
